   Members will review and discuss Local Plan modification guidance, assess alignment with federal requirements, and prepare to approve issuance.

   Receive an update, overview of draft policy framework, and confirm next steps for public comment.

   Motion to approve:
   • Maryland’s 2024-2028 State Workforce Plan Modification
   • Local Plan modification guidance, subject to technical changes required after Federal approval of State Plan modification
   • Workforce Pell Policy Draft next steps for public comment and Board approval
